Summary
In 2025, the Tech Coalition convened global leaders alongside the UN General Assembly to discuss how to measure the global prevalence of online child sexual exploitation and abuse (OCSEA) and evaluate progress in combating it. As part of that convening, we committed to developing guidance on how industry transparency reports can, and cannot, contribute to our understanding of OCSEA prevalence.
In 2026, the Tech Coalition and Meta co-hosted a follow-on roundtable with experts and practitioners to test and refine the resource. We are grateful to everyone who contributed their perspectives through these discussions and helped shape the final paper.
This resource is designed to help policymakers, practitioners, civil society, and researchers interpret transparency data responsibly when informing policy and resource allocation.
Industry transparency reports are important tools for accountability, trend analysis, and understanding how tech companies detect, take action on, and report OCSEA. But without additional context, they should not be treated as direct estimates of prevalence.
